Air is free. If a display does not need to float, a pump does the job faster and for nothing per balloon.

About pumps and inflators
Garlands, arches and columns are almost always air-filled, because they are fixed to a frame and float would only fight the shape. A hand pump is fine up to about a hundred balloons; past that your arm will tell you to buy the electric one.
An electric pump does a 12 inch latex in a second or two and will run for hours. If you build displays regularly it pays for itself quickly in time alone.
